Supervisor's Office
The General Assistance Program includes the following:
- Transitional Assistance
- Emergency Assistance
- SNAP/E&T/Earnfare Programs
- Representative Payee
INTAKE PROCESS - MATERIALS NEEDED:
- Valid (Driver's license, State I.D., Military I.D., Etc.)
- Proof of Social Security Number
- Proof of Residency
INTAKE PROCEDURE:
- Complete application
- Clients individually see caseworker to determine eligibility
Qualifications for Transitional Assistance:
- US Citizen or meet requirements for Non-citizens
- 18 years of age or older
- Ineligible for money from any other Department of Human Services
- Not receiving payment for employment or any other monetary compensation
- Residency within Waukegan Township boundaries
Transitional Assistance:
The program provides benefits to adults who are determined "not employable" under the Illinois Department of Human services guidelines. These clients participate in community work programs, training and job search.
Transitional Assistance Qualifications:
- Age 55 or older
- Gross earnings totaling $2000 or less in past year
- In the same year, client has earned less than $200 during 7 months
- Required to regularly take medication for:
- Seizures
- Severe high blood pressure
- Diabetes
- Has been found disabled by the Client Assessment Unit
- Applied or appeal pending with SSI
- Temporarily unable to work because of illness or incapacity
- Homeless due to:
- Court Ordered evacuation
- Domestic Violence
- Fire or natural disaster
- Under age 20 and in full time attendance in high school or equivalent approved by Illinois Office of Education
- A person that provides full-time live-in care for another household member because of their condition.

- Department of Rehabilitation Services
- Food Stamps and Medical Card Applications
- Others
Emergency Assistance
Assistance provided once in a 12-month period to alleviate life-threatening circumstances and to assist a person in attaining self-sufficiency.
SNAP/E&T/Earnfare Program
State funded program where participants can earn a maximum allowable by the State after working the number of hours needed to cover the cost of their food stamps. A person can participate for a maximum of 6 months in a twelve-month period. The program provides transportation allowances, initial employment expenses, job search activity and clothing. The Earnfare participants benefit from job readiness and self-sufficiency training.
Representative Payee
This service is provided to ensure that the needs of the SSI recipients are met.
Needs such as payment of rent, utilities, food and personal needs.
