Trustee Opal Rice is a lifelong resident of Waukegan and is a graduate of Waukegan Township High School. She also received a diploma from Sawyer College of Business, attended College of Lake County and majored in Human Services. For the past 36 years, Opal Rice has been married to Alphonso Rice. They are the parents of two daughters, Tanya and Dionne and grandparents of seven.
During her 10-year tenure with the Waukegan Police Department, Trustee Rice performed the duties of police/fire dispatcher, Traffic Department secretary and microfilmer. She also worked as an Assistant Victim Advocate in the Juvenile Department. During this time, she worked as the secretary for Northern Illinois Council on Alcoholism and Substance Abuse (NiCASA).
Trustee Rice is a dedicated and active member of Gideon Missionary Baptist Church of Waukegan. For over 25 years, she has served as a Sunday School teacher, Secretary of the Board of Directors for the Gideon Federal Credit Union and member of the Finance Ministry. She has also served as President of the Ushers Ministry for the past 5 years and Vice President of the Twin City Ushers League for since 2015.
Trustee Rice has been faithfully committed to serving her fellow man for more than 30 years. She has served as Secretary of the Senior Citizens Services Committee for Waukegan Township Park Place. Opal is dedicated to giving back to the community and enriching the lives of those within the community.
